So the 3W skidoo heater is installed in the glove box... It gets warm to the touch, but not hot in 32 degree Ambient temps. Time will tell if he keeps my water bottle in liquid form and goggles less frosty or if I need more wattage. Higher wattage panels are available from sources other than Ski Doo.
Stuff needed: Skidoo handlebar bag heater: Ski-Doo 515176786
Polaris power connector:

Spare heated shield battery connector I had on hand.
Steps:
0) Remove hood and disconnect acc 12V connector that is taped to wiring harness.
1) Drill 7/32's hole through glove box for heated shield cable.
2) Smooth sharp edges of aluminum Ski Doo plate
3) Cover plate with Capton tape to provide additional protection to items in glove box.
4) Use VHB tape to affix plate to side of glove box, heating element out toward box.
5) Cut off the power connector from catzass plug discard unused part, strip insulation from wires.
6) Lace the heated shield cable up through hold drilled in glove box.
7) Cut heated shield cable to length and strip out interior wires and insulation. This was a PITA, toughest outter shield I have ever run across, regular wire strippers did not cut it. What did work, was using utility knife, cut enough of the outer shield to access the inner wires. Pulled out one of the wires and used that to tear the shield by pulling on the red wire and black wire in opposite directions. Then cut off torn outer shield and stripped wires as usual.
8) Positioned three pieces of heat shrink tubing on the wires, one on red, one on black, and a larger one to go over both when done.
9) Soldered polaris connector wires to the heated shield wires.
10) Heat gun to shrink the two tubes over red and black wires (keep the larger one out of range of the heat gun). Then positioned larger one over the wires and shrunk it.
11) re-taped the 12V Acc Connector with the heater connected to the harness. Push excess cable into glove box.
12) zip tie excess cable in the glove box neatly and bury under baggied owners manual.
