My throttle cable broke right at the throttle lever tonight, and I was wondering if I need to replace the whole cable down to the carbs?

Yes. if the cable broke at the little diameter at the end of the cable you will need a whole new cable bown to the carbs.
You will need to sinc the carbs again also. and probably again after it breaks in after a few hundred miles.
