A power valved motor lets the engine maker run a higher exhaust port height than a non-valved motor. A high exhaust port will make more top RPM horsepower, but it will lack bottom end torque. With the power valve in the mix they can effectively lower your port height for bottom end grunt ,then raise them up out of the port when the RPM's are higher and make more power.
