Dear Congressman Delgado:

My family and I use our vacation budget and time for snowmobiling in Upstate New York.

The New York State Snowmobile Association is the official organization representing snowmobilers in New York State. The organization is composed of 150,000 individual and family members, over 220 member clubs, and is the largest snowmobile association in the country. Conservative estimates (2011) place the value of snowmobiling at greater than $868 million to the economy of New York State.

The Recreational Trails Program (RTP) was created by the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). RTP has been reauthorized many times since its original enactment. The legislation applies the “user-pay/user-benefit” philosophy of the Highway Trust Fund, returning federal highway fuel taxes on fuel used for off road recreation to New York State for trail projects that benefit both motorized and non-motorized recreation.

Since 1991, $39.6 million has been made available for 468 trail projects in New York State of which approximately $12 million has supported snowmobile trail projects, many of which benefit multi use trails. RTP has augmented available funds to support our sport in New York State.

However, despite this generous support, there is a concern that RTP has not been receiving its appropriate share of highway fuel taxes. H.R.5787 will require the Secretary to “carry out an assessment of the best available estimate of the total amount of non-highway recreational fuel taxes received by the Secretary of the Treasury and transferred to the Highway Trust Fund for the period covered by the assessment.” This assessment should more accurately detail what is do the Recreational Trail Program.
