You should have continuity through the x-1 and x-2 contacts (the coil). If that is good then apply power to the coil and it should energize, you will hear it click. If that works then put the meter leads on the relay contacts and they should change state when the relay is energized. They should go from clsoed to open if it is a normally closed relay, and from open to closed if it is a normally open relay. If the relay has more than one set of contacts check for operation on each set.
A relay consists of a coil that when energized, closes or opens contacts. Usually a relay coil will have a ground on one post and a switched voltage on the other post or vise versa. Checking the coil with an ohm meter, you should see a relatively low resistance. If the coil shows an open, then it's no good. Checking a relay in the circuit, when the relay coil is energized, you should see/hear the relay contacts open or close depending on the application. Often on the side of the relay there will be a picture of the static state of the relay showing what the contacts are and what they do. Hope this helps.
