Default Ski swapping

I have an 89 Phazer that im messing with. I took some skis off a 2000 ZL that im throwing on the Phazer but neither the rubber blocks from the old skis or new skis fit and let the holes line up...do i need the cushion of a rubber block underneath or can i do without? (The holes do line up without)

I would think it would help cushion so as to not break the bolts.....maybe make something or redrill the holes in one of the other rubber blocks ??

I put cat skis on a phazer I had. I drilled the bushing in the spindle to accept the cat ski bolt and I believe I did not even mess with rubber block. Still on the snow years later.
