Default 2002 ZL 600 EFI ESR Starter Pinion Gear

So I got the pinion shaft and gear removed from the front motor mount, after pulling the clutch, muffler, and exhaust "Y" pipe, heating up the tiny allen screws with a torch, and undoing the flex shaft.

The old pinion gear would engage the flywheel, then just "slip". The starter would be spinning the flex shaft and pinion gear shaft. It appears that pinion gear, steel backing plate (which is a separate piece) that has the spiral threads in it, is intended to grip the rubber molded inside the gear cup. Mine was rather greasy between the drive washer and rubber hub. Even after wiping the grease out, it still slips while turning the shaft by hand.
Anyone have experience with these pinion gears.
Is mine shot, or is there something I'm missing?
At first I thought maybe the drive washer was suppose to be bonded to the rubber hub, but I see ones for sale show the drive washer as a separate piece as well.
Here's one for sale on EBay for reference...

Thoughts? Thanks!

FYI, in case anyone else is going through the same thing as mentioned above with the pinion gear slipping. I ended up purchasing an update pinion gear kit (p/n 0637-265) and the rubber bushing between the gear and drive washer is bonded together, so no more slipping when you hit the starter!
The hardest part of the job was getting the drive belt back on the clutches!
In the instructions that came with the new part, is reference to AC Service Bulletin 2004-01-02
which I found a pdf download at this link.....
http://www.mymowerparts.com/pdf/Arct...s/2004-1~2.pdf

It mentions the "slippage" problem in the older style pinion gears.
