So the jist is they want the “___ while intoxicated” to be universal instead of seperate? Is that what you all got out of that article? If the alternative is to increase patrols and registration fees, I’m more in favor of punishment across all the licenses. I mean if your found guilty they should punish you, not me or my wallet. If you want an activity where you can be fall down drunk, try grilling some burgers in your own backyard.

Looks like they may push for Safety Classes for everyone born after a certain date and enforce infractions across all licenses not just a slap on the wrist fine that most people don't care about.

Of course registration fees will increase to fund the programs.

NY is all about registration fee's.
I think we could fund a Notre Dame rebuild with that money.

Not so.

The state only gets $5 from the registration. The rest goes to the trail fund which goes back to the clubs to help pay for trail maintenance. (State used to get $10 but NYSSA pushed to get an extra $5 in to the trail fund.)

Yes the state only gets $5 to process the registrations and the rest goes to the trail fund which usually finds it's way into the General Fund and the state tries to spend elsewhere.
