The new fine schedule went into effect on July 1st; it paves the way for the registration increase in 2020 and 2023. The other items go into effect on September 10th. They require the addition of the mirror, other safety restrictions, and change the current restriction of no more than 2 headlights to allow for aftermarket headlights.

pardon my ignorance, I've never ridden in NH. The law about 25mph over the limit, does NH have speed limits on all of its trail system?

If NH registration surpasses Maine non resident registration there will be alot of people heading to Maine instead.

So a side mirror is required now on a sled even if it didn’t come with one from the factory?

Snowmobiles are not subject to the change. Under that statute, snowmobiles are not OHRVs. OHRVs are represented by NHOHVA, snowmobiles by NHSA.
If you were to change your sled out to an OHRV... then it would need the mirror.

Already signed into law by the Governor. I believe that the agent fee will go up $1 for both OHRV and snowmobile.

Snowmobile registration fee will increase $32 in 2020 and another $21 in 2023 *2023 is subject to change*.

Also a change in antique qualifications, and a registration end date of May 1st (I think that makes April 30th the last day to ride regardless of conditions)

I can tell you in quebec a snowmobile is a snowmobile and requires a left side mirror even if the factory didn't mount one.
