I have to believe that it would be the northern tier around the Pa grand canyon area.

It depends on the winter, but the other guy is right, the snow stays consistantly in the forest around Tioga and Potter counties for the most part.

When it's good, it's very good. You would have to spend days and days to explore all the trails. Maybe you can get a map sent to you by the DCNR? Ask for Northcentral region.

You can stay in the Wellsboro area. Several hotels have trailside access, snow permitting. When we went, the snow was not the greatest at the hotel (but adequate), but once you ride into the state park, the snow suddenly and mysteriously gets much deeper. Last time we went, we stayed at the Coach Stop Inn. Very nice. Next time, we will try the more rustic Black Forest Inn, which is in the middle of the state forest area.

Laurel Highlands region usually has a base for 4 months or so, unless there is a major thaw. We have about 300 miles of trails that stretch from Ohio Pyle to Johnstown

yea theres some great trails to ride in the Laurel Highlands area.thats where i mostly ride at and i there the best around my area.
