Hunters, anglers to see new regulations

ST. PAUL (AP) - Minnesota hunters and anglers will see many new regulations take effect this fall and next year.
Gov. Tim Pawlenty signed a game and fish bill on Friday that includes both minor and major changes, including a planned overhaul of the deer license and zone system.
The Department of Natural Resources will reduce the state's four large hunting zones to three and will likely phase out the multi-zone and all-season licenses, although hunters will still be allowed to buy individual archery, firearms and muzzleloader licenses if they want to hunt all those seasons.
And, the process for validating a deer license in the field will become easier.
Turkey hunters won't need to purchase a separate turkey stamp. The stamp fee will be rolled into the cost of the license, but the money will still be used for wild turkey management.

In addition, the minimum age for elk and moose hunting is being lowered from 16 to 12. And this fall, hunters ages 10 and 11 will be able to hunt deer, or any big game, without a firearms safety certificate, as long as they are under direct supervision and within reach of a parent or guardian. After March 1 of next year, they'll have to buy their own big-game license.
And for anglers, resident, individual and married couples will be able to buy cheaper licenses, but only keep half the limit.
A voluntary $5 walleye stamp will be available for purchase if an angler wants to help pay for walleye stocking.
Bear hunters will have to purchase a license or work for a bear-hunting outfitter before they can legally set bait. In the past, some hunters were drawn in the lottery and began baiting, but they could opt not to buy a license if their baits weren't attracting bears.
Rules have also changed for grouse hunters, limits on trophy walleye or northern pike, and ice fishing.
The state is busy adding those changes and others to the hunting regulations booklet, due out in midsummer.
