when i pin it the rpms fly up to 6000, stay there for a little while, then finally go the peak at out 7000-7500
Do i need a new belt???

Sounds like you need a primary clutch rebuild. A worn belt will raise rpm,s. You should be 7800 rpm. Yammie twins are hard on weight/roller bushings.
