I've found that you must pressure test the needles and seats (rather than vacuum test) in vehicle position in the sled by using a fuel line attached to each carb then filling it with fuel and pumping pressure into the line while watching a gauge to see how much pressure they will hold before leaking as well as how long they will hold pressure. Otherwise, you may miss a dragging float, high float, sunk float, IMPROPERLY INSTALLED FLOAT OR FLOAT ARM, plugged vent line, etc., etc.
Make sure that the float arm or float was reinstalled the right way or fuel level may be too high even with good float needle/seats.
If you have a plugged vent system in one or more carbs, what will happen is: As fuel enters the empty bowl, it causes an air pressure build-up inside the bowl and it will force fuel out of the jets even when the float N/S and fuel level is okay.
The needles/seat should hold up to 15 psi before leaking assuming they are stock 1.5 mm. Bigger N/S (1.8 or 2.0 mm) will hold less pressure.
