I have a 1999 T cat and my current clutch setup works well for ice racing but would like to know if switching to bear cat clutches would offer any benefits?
Please let me know which I should run and what should the setup for the bear cat cluches be, Springs, helix and belt.

You aren't getting an answer because Bcat clutches are tough to set up. I think you can drop gearing with them and still maintain same topend.
EDIT..or maybe it's the other way around...taller gearing and maintain same bottom end??
It is of my opinion that once you run these clutches you are basically starting from scratch!!!

I run bearcats on my 1004 and they make a better trail set-up than stock. I run 10-66's with a 160/310 primary, 60/44 helix and a cutler red/white secondary. Stock gearing. The setup runs 8500 off the line and climbs to 8800. The only problem is shimming the helix up to reach the rollers. With the shim you have to run a newer style undercut helix to get full shift out.

isn't the benifit to gear up and not lose low gear.

Trail set-up, quite responsive... Yes, you could gear up to 25/38 and have the low gear of 24/39. With the stock gearing and bearcats, off the line it acts like 23/40 with the top end of 24/39. makes a nice trail set up
