how big of a riser can i put on my 95 xlt with out cable extensions?

I would say the most you could go is a 2" riser. I added a 4" powermadd riser and powermadd pivot adapter kit to clear my handguards and need the extension.

you can go 3.5 inches without a cable extension i put a 4 on my rxl and had to put the bottom block under the steering stem mounts rox racing sells 3.5 inch ones that would be perfect

Generally speaking I'd say 2 inches. You can experiement by using a block of wood to see how high you can go.
