It is the 19th
Last year the legislature amended the statutes to have a "closed season" It was worded that the season would start on the Monday following the third Sunday in December. The season closes on April 15th.
The season used to start the Monday following muzzleloader season. This summer the Fish and Game folks did a public input on the state of the deer herd and some suggestions had the muzzleloader part of rifle season moving to the end of October. The Legislature did not want to tie the start of the snowmobile season to the deer hunting end, so the wording is more specific.
Other rules come into play also- the farmers that spread manure have a date (I don't know what it is) that they can not spread sludge. I think it is Dec. 15th. The Water Resources Board wants to stop the water runoff pollution by limiting the time the farmers spread manure.

Why do the always open on a monday?
Are they looking for low traffic for the first few days of the season?

Are you allowed to ride on the trails even if they haven't been groomed? Do they open regardless of trail conditions?

Not supposed to ride the trails unless they are signed, but you can if the gates are opened and they aren't groomed. The first few weeks are deadly though, all the rocks and crap that really aren't covered can ruin your day. Usually do a short ride on opening day if there is enough snow. Never want to go fast since all the gates might not be opened. Have heard horror stories where people have been flying and come up on a closed gate. Ouch.
So enough snow, signs, and open gates are the key. Grooming is optional!

They are open even if they haven't groomed but I do believe that they are only open "conditions permitting" meaning that if there's not enough snow, they aren't open. I remember that a few trail systems in VT closed for a couple of weeks in the middle of last season due to a lack of snow and warm temps.
