In Pa if I'm not mistaken we didn't title sleds till 2003 but we do have owners cards if the sled was gonna be ridden on the trail system thru the DCNR. Being that it's a Mini I doubt that the previous owner registered. I would say have the previous owner write you a bill of sale. When A friend of mine had to register one he got a bill of sale and they had him hold a piece of paper over the serial # and rub it with a pencil then he was good to go. Probably the best advice would be to stop at a dealer and see what they say.

I would also have the signature of the seller on the bill of sale notarized. A notarized signature was required to transfer the registration on an older sled that I purchased.
