Pass is a pass, whether it be 1 day or 1 year. Its included in the fee.

I believe the insurance only covers Quebec residents.

By license sticker do you mean your sled registration and validation tag? if so then yes you require both your registration number and current validation tag on your sled along with the quebec permit.

ok

the insurance comes with the pass weather you want it or not and you can actually get some of your money back from a seasonal permit if you have you own insurance.
So for my buddy if he gets a license sticker for 2014 and a day pass he is legal in the bell province. now for the free weekend he needs insurance do to the no pass required.unless he wants to by a pass.

As far as I know, the insurance is only valid for people who live in Quebec

No covers anyone. I used to buy a Quebec pass and I would fill out a form and give them my insurance info I would get a $40 refund.
