Default '88 sno-scoot hard to start cold

I have gotten this sno-scoot running well. But it is hard to start cold. I believe the enrichment valve is working but I don't think it is working well enough. What I would like to know is how much gas should I get coming out of the hole below the enrichment valve. Right now it is almost undetectable if you are looking in the hole and if I cover the hole with my finger it gets a bit wet. Also when it is running, and warmed up, I can turn on the enrichment valve and all it does is rev up a bit. It doesn't stall. Should it not stall if it was getting the right amount of fuel?? The carb has been cleaned and the valve is adjusted properly. But I suppose that something could beblocking that virtical orfice below the enrichment valve. can someone help me???
